Character creating community?

bizarraI've had this idea niggling in the back of my head for a while and I have no idea if there is interest in it, or the best way to go about it.
A character creation community, that's a challenge community as well. Kind of a cross between a Landcomm and a prompting community, with the social comm being a sandbox to rp with your new characters, or simply fic with them. I'm not even sure if this would be popular enough to put forth the effort to make.
